We are seeking candidates for the position of Control Center Manager-Railroad (4033) in the Control Center RROC.

Salary Range: Min: $70,668.00 - Mid: $88,348.00 - Max: $106,028.00 

       

OVERALL DESCRIPTION

Coordinates the management of daily operations on the Regional Rail Division.  Provides Management oversight of train movement and train operating personnel to ensure the safe and efficient performance of all duties. Directs Railroad Service Managers and other Regional Rail Division personnel to perform specific functions in response to and in support of service and disruption incidents. Maintains clear and accurate records of safety-related train movement and all other duty activities. 

SPECIFIC RESPONSIBILITIES

  • Controls, manages and directs the safe movement of trains and the safe operating and working practices for all railroad crafts over assigned territory using the Computerized Train Control system (CTC), Automated Dispatch Control System (ATDS), knowledge of signal/switch systems, and the NORAC Book of Rules and the Railroad Division Operating Manual.
  • Interfaces with employees of connecting railroads to coordinate the movement of trains, equipment, and the safe performance of duty on SEPTA dispatched territory.
  • Makes real-time changes to active RRD train schedules in the ATDS system in response to real-time service changes and operational needs.
  • Directs and coordinates the movement of all supervisory personnel assigned to train operations, yard operations, stations and facilities on a daily basis to maintain safe, efficient train service and to respond to typical operational incidents.
  • Manages emergency incidents via implementing the Incident Command System (CS) and coordinating SEPTA response with external policy, fire and emergency response agencies.
  • Coordinates all situations involving electrical traction (ET) power, RRD signal power and facilities commercial power with the RRD Power Dispatcher
  • Makes reports to SEPTA and local municipal police agencies for all safety and security incidents throughout the RRD system.
  • Communicates and reports mechanical defects and equipment failures to the Mechanical Department and provides operational assistance in troubleshooting defective/disabled trains.
  • Provides insight, analysis and suggestions on how to improve train schedules and on-time performance (OTP).
  • Controls and directs all communications relating to assigned dispatch territory utilizing radios, telephones, MS Outlook email, ATDS Chat feature, and other communications systems. Keeps Assistant Directors (AD’s), announcers and Control Center Information Managers (CCIM’s) informed of delays. 
  • Maintains strong and on-going line of communication with other Railroad Control Center Managers, Assistant Directors (AD’s) and Director through MS Outlook email.
  • Records and reports all reasons for reportable train delays on assigned dispatching territory and provides clear and cooperative information to Delay Clerk staff as required.
  • Complies with all Authority and departmental safety and security policies and procedures, as well as all applicable job safety responsibilities.  Reports any safety concerns, compromises, or hazards affecting operations, the public, self and/or other employees. Responsible for personal safety and is encouraged to promote the safety of others.

  • Performs other duties as assigned/required.

QUALIFICATIONS AND EXPERIENCE

  • High School Diploma or equivalent and a minimum of five (5) years proven SEPTA railroad transportation and/or Control Center experience or County/Municipal Emergency Management Dispatcher Center.
  • In lieu of the above qualifications, an Assistant Conductor, Conductor or Engineer with NORAC and physical characteristic qualifications will be considered as an acceptable background. 
  • An equivalent combination of experience and education (i.e., two (2) years of related experience, equating to one (1) year of formal post high school education) may be considered in lieu of the above requirements.
  • NORAC qualified or must become qualified within 60 days. Must qualify on all SEPTA rail territories. 
  • Must qualify as a Railroad Control Center Manager within one (1) year. 
  • Must possess good written and oral communication skills as well as analytical and people skills.
  • Must possess an acceptable attendance, performance and safety record. A review of employee’s work record will be part of the interview selection process.
  • Subject to be called outside of normal duty hours. Must be able to work day or night shifts, weekends, and/or holidays.
  • Basic computer knowledge for reports and train movements is required.
