We are seeking candidates for the position of Contracts Compliance Officer (9089) in the CCT/Shared Ride Program.

Salary Range: Min: $70,668.00 - Mid: $88,348.00 - Max: $106,028.00 

       

OVERALL DESCRIPTION

Provides on-site monitoring of SEPTA’s Paratransit third-party contractor(s) as it pertains to delivery of revenue service, vehicle preventative maintenance, upholding operational, maintenance and safety standards. Assists the Manager of Contract Compliance to ensure that the contractor(s) are in full compliance with the terms and conditions of the SEPTA service agreement. The Contract Compliance Officer will serve as a member of the management team and assist when required with monitoring activities of SEPTA’s Fixed Route Contract Operations as it pertains to delivery of revenue service.

SPECIFIC RESPONSIBILITIES

  • Provides on-site monitoring of Contractor vehicle preventative maintenance programs and reports.
  • Provides on-site monitoring of Contractor vehicle corrective maintenance standards.
  • Provides on-site inspection of carrier's facility and practices to ensure that workmanship and material meets quality and industry standards.
  • Provides on-site monitoring of Contractor vehicle and facility compliance with State Inspection Regulations.
  • Provides on-street monitoring of Contractor vehicle safety and driver operations.
  • Investigates and coordinates problem solving between Contractor and SEPTA regarding delivery of revenue service by operators and vehicle maintenance issues.
  • Conducts audits of records, and reviews contract carrier performance for compliance with SEPTA Contract provisions.
  • Ensures Contractor Vehicle Maintenance reports and repair documentation are submitted accurately and on time.
  • Monitors compliance of Contractor's Policies and Procedures as they relate to contractual performance requirements.
  • Coordinates with Contract Carriers and SEPTA, service delivery at prescribed levels for both ADA and Shared Ride Programs.
  • Generates Vehicle Maintenance Reports to Audit Contractor Compliance with SEPTA’s Vehicle Maintenance Procedures. 
  • Complies with all Authority and departmental safety and security policies and procedures as well as all applicable job safety responsibilities. Reports any safety concerns, compromises or hazards affecting operations, the public, self and/or other employees. Responsible for personal safety and is encouraged to promote the safety of others.
  • Performs other duties as assigned. 

QUALIFICATIONS AND EXPERIENCE

  • High School Diploma or equivalent plus two (2) years advanced technical training in field of specialization plus three (3) years relevant transportation operation, vehicle maintenance, vehicle inspection, Paratransit Contract Compliance, or other related experience required. 
  • An equivalent combination of experience and education (i.e. two (2) years of related experience equating to one (1) year of formal post high school education) may be considered in lieu of the above requirements. 
  • Knowledge of Vehicle Maintenance Software required. 
  • Must possess a valid driver's license.
  • Excellent knowledge of Philadelphia streets, highways and public networks required.
  • Able to work various shifts, including weekends required.
  • Excellent verbal, written and interpersonal communication skills required. 
  • Knowledge and ability to utilize MS Word, Excel and PowerPoint required.
