We are seeking candidates for the position of Chief Technology Officer (E043) in the GM Staff/Executive Staff.

Salary Range: Min: $188,006.00 - Mid: $235,014.00 - Max: $282,022.00 





SEPTA is an agency of the Commonwealth of Pennsylvania that provides transportation services throughout the Greater Philadelphia Region by bus, trolley, subway, and commuter rail to approximately 500,000 people each weekday.  SEPTA employs 9,000 people to provide this service in locations throughout the Greater Philadelphia Region.  SEPTA’s current annual capital budget is $1.16B and its current annual operating budget is $1.61B.



SEPTA’s Information Technology Department leads and directs the network infrastructure and security, enterprise applications, customer service tools for navigating SEPTA’s extensive transportation network and for paying fares, business specific applications, desktop product service and support, training, and employee communications.  IT employs a staff of approximately 80 employees along with key consulting relationships and manages an annual current capital budget of $12.7M and an current annual operating budget of $25.7M .


The ideal candidate will be a visionary and strategic leader of SEPTA’s IT Department and part of SEPTA’s senior executive leadership team with the experience, discipline, passion, and sound judgment required to provide secure and reliable delivery of customer-facing and employee required IT tools and resources necessary for SEPTA to meet its mission. This role reports to the GM/CEO.





  1. Leads IT Department to ensure innovative, practical, maintainable, secure, and reliable delivery of customer facing and employee required tools and resources to support SEPTA’s mission.
  2. Develops, fosters, and maintains a customer-focused and collaborative approach to enable the development of meaningful, productive, and efficient IT solutions and services.
  3. Collaborates with other Divisions on standards for data formatting, data management, data security and data integrity.
  4. Develops and implements, in collaboration with other Divisions, on a long-term technology strategy that ensures system resiliency and security.
  5. Establishes and implements a governance strategy and system that provides for input and feedback from internal and external customers and trusted outside experts.
  6. Develops metrics to measure success and identify needs and holds the IT Department accountable to support SEPTA’s mission.
  7. Directs the management and administration of required vendor contracts to support IT services and ensure those services are delivered to meet requirements efficiently and securely.
  8. Retains, recruits, and develops the talent needed to support the delivery of IT services SEPTA requires to satisfy its mission.





  • Bachelor’s Degree from an accredited college or university in Computer Science, Information Systems, Business Administration, or related field required.
  • Requires at least fifteen (15) years of IT experience demonstrating an upward progression in skill, professional development, increased scope and complexity of responsibilities, and management and leadership.
  • Requires prior experience as a Chief Technology Officer, Chief Information Officer, Chief Information Security Officer, or similar high-level, IT-related leadership role.

  • People Skills – combination of many of the previously stated competencies required to successfully manage and develop people required to advance mission and to create future leaders.





  • Master’s degree from an accredited college or university or related licenses or certifications in IT or related fields preferred.
  • Experience in IT field working for a transportation related business or governmental body preferred.
  • Experience with the implementation and support of enterprise-wide technology systems preferred.
