OVERALL DESCRIPTION

Directs and coordinates activities at all bus maintenance locations to achieve optimum use of facilities, vehicles, and staffing in providing safe, dependable, and efficient maintenance services. Oversees all bus vehicle engineering and maintenance functions including design, procurement, inspection, preventative maintenance, and repair functions for all bus revenue and non-revenue vehicles.

SPECIFIC RESPONSIBILITIES

1. Enforces safety regulations and implements safety programs
2. Establishes engineering and maintenance goals, policies and programs designed to exceed service goals in areas such as: vehicle reliability, appearance and cleanliness, customer satisfaction, financial performance, mean distance between failures, etc.
3. Fosters a collaborative environment and ensures that employee morale is high and that employees are dealt with fairly and equitably in compliance with labor agreements, and Authority Policy.
4. Directs preparation and control of the annual divisional budgets, both capital and operating, monitor and control all budget expenditures. Maintains rolling five (5) – year plan for major vehicle procurements and vehicle overhaul programs.
5. Responsible for the scheduled overhauls and the routine maintenance of all bus fleets.
6. Oversees the development of standards for design, engineering, inspections, and materials used in bus engineering and maintenance.
7. Interprets Authority Policy and administrative directives and establishes departmental policies and procedures to implement them.
8. Provides operational data and recommendations for developing specifications and procedures for purchase of vehicles and supplies, or changes to, or implementation of new maintenance practices.
9. Supports the implementation of Planning initiatives for bus service, including but not limited to: Bus Network Redesign.
10. Assures compliance with all federal, state, and local rules and regulations as related to all vehicle procurements, maintenance activities, and vehicle overhauls including FTA, EPA, NHTSA, ADA and PennDOT rules and regulations.
11. Oversees the activity related to configuration management control of all vehicles including the updating of all vehicle-related documentation required for maintenance, operation, and parts information for our fleets of bus revenue and non-revenue equipment. 
12. Makes recommendations and assists in negotiations for changes to applicable labor agreements.
13. Monitors daily activities and the performance of various operational activities and provides leadership and direction to subordinates to correct and improves problem areas and meet established goals.
14. Performs other such tasks as directed by the AGM of Operations or General Manager.

QUALIFICATIONS AND EXPERIENCE

• Bachelor’s Degree and fifteen (15) years of progressively responsible management experience, which includes demonstrated experience with vehicle maintenance and/or engineering in a surface bus or mass transit environment required.
• An equivalent combination of experience and education (two (2) years of related experience, equating to one (1) year of formal education) may be considered.
• Demonstrated understanding of all bus transportation and services required.
• Excellent verbal and written communication skills with ability to organize and present technical and program presentations to all levels of management and external organizations required.
• Excellent interpersonal skills and ability to communicate effectively with all levels of management required.
• Must possess a valid driver’s license.
• Three (3) years of Senior Director-level of experience required.
