We are seeking candidates for our Chief Engineer (8001) position.

Job Grade: SAM 46

Salary Range: $195,546.00-$244,426.00       

Additional $5,000 salary increase for those with a Pennsylvania PE License

 

OVERALL DESCRIPTION

Responsible for leading an integrated approach to infrastructure maintenance, design, construction, and support of projects of significance. Provides leadership in project delivery while maintaining oversight for safety and state of good repair initiatives. Oversees and directs the Operating and Capital activities of the Bridges and Buildings,Power, Track, Communications and Signals and Custodial Services Departments. Responsible for design and engineering, inspection, maintenance, repair, force account construction, and maintenance planning. Serves as a technical resource to other SEPTA Divisions.

SPECIFIC RESPONSIBILITIES

  • Enforces safety regulations and implements safety programs.
  • Responsible for customer and employee safety and security.
  • Establishes departmental goals, policies and programs designed to support and improve overall Authority-wide cleanliness for both customers and employees.
  • Improves the overall performance of the Engineering and Maintenance Departments by reviewing results, performance against goals, and instituting changes in conjunction with the Authority’s short and long-range plans.
  • Fosters a collaborative work environment that is conducive to high employee morale, while ensuring that employees are dealt with fairly and equitably in compliance with labor agreements and Authority Policy.
  • Plans and implements the annual budget, ensuring adherence to the budget goals.
  • Directs the activities of infrastructure and facilities engineering professional staff and assigned consultants, force account personnel and contractors in planning, design,engineering, construction and regular maintenance of the Authority’s infrastructure to support safe and reliable operations.
  • Directs the advancement of capital and operating projects consistent with schedules and budgets. Stays abreast of key developments and resolves issues as they arise.
    Prioritizes the development and motivation of a trained workforce.
  • Coordinates activities with internal stakeholders as well as with City, County, State and other agencies, including AMTRAK, CSX, and Norfolk Southern Railroads. Will have regular interactions with PennDOT, the Federal Transit Administration and the Federal Railroad Administration.
  • Sets goals and provides leadership to achieve goals for the various departments (Bridges and Buildings, Power, Track, Communications and Signals and Custodial Services).
  • Performs other such tasks as directed by the Assistant General Manager Engineering, Maintenance and Construction or General Manager.
  • Complies with all Authority and departmental safety and security policies and procedures as well as all applicable job safety responsibilities. Reports any safety concerns, compromises or hazards affecting operations, the public self and/or other employees. Responsible for personal safety and is encouraged to promote the safety of others.
  • Performs other duties as assigned.

QUALIFICATIONS AND EXPERIENCE

  • Bachelor’s Degree in Engineering and fifteen (15) years of progressively responsible engineering, maintenance and/or project management experience related to transit or transportation infrastructure systems required. A minimum of five (5) years of Senior Level leadership required.
  • Have a working knowledge and understanding of Federal Railroad Administration (FRA) rules and regulations, American Railway Engineering Association (AREMA) standards and Recommendations, and American Public Transportation Association (APTA) Guidelines required.
  • Registered Professional Engineer’s License (PE) in the Commonwealth of Pennsylvania (or equivalent) required.
  • Must possess strong, interpersonal skills and the ability to deal effectively with a wide range of professional, supervisory and management personnel at all levels of the organization.
  • Excellent verbal and written communication skills with the ability to organize and present technical information and project presentations to various levels of management required.
  • Railroad Retirement Benefits may be retained if 51% or more of the work is performed on the Railroad.
  • Strong analytical skills with a proven ability to handle and resolve complex problems related to engineering, construction, project management, and maintenance issues.
  • Must possess a valid driver’s license.
  • Experience working in a complex union environment preferred.
