The Southeastern Pennsylvania Transportation Authority (SEPTA) is the sixth largest transportation system in the United States, with a vast network of fixed route services including bus, subway/elevated, trackless trolley, light rail, and commuter rail serving a 2,200 square mile service region.     

We are currently seeking a HR Benefits Technical Analyst (9013) in the HR/Business Services. 


SEPTA currently requires all new employees to be fully vaccinated and provide proof of vaccination at their pre-employment medical appointment.

Salary Range: Min: $72,098.00 - Mid: $90,116.00 - Max: $108,134.00 

*Note: Starting salary not to exceed midpoint.



This position is responsible for supporting SEPTA’s deployment of current and future HRIS [Infor CloudSuite Human Capital Management (HCM) Global HR (GHR)], including providing functional, administrative, technical and end user support. Assisting with HR benefits processes, deliverables, projects and change management which includes the implementation and integration of HR cyclical programs associated with systems conversion. Also provides ongoing continuous support of employee and organizational system and data maintenance. This position will maintain detailed knowledge of Infor GHR functionality, configuration options, integration points, and best practices.  


  1. Collaborates with functional employees and project partners (i.e., Benefits, Pension, Compensation/HRIS, Payroll and IT) on assigned projects and data integrity processing.
  2. Makes recommendations for human resource benefits and pension functional improvements to ensure that its processes are aligned with the new INFOR system and its benefits, pension and payroll modules.
  3. Consults with IT team members, SMEs and process owners to advise on the best way to leverage and configure GHR modules to achieve business objectives.
  4. Provides subject matter expertise relative to administrative, transactional processes, data automation, project management support, gathering data, analysis and reporting - with the objective of increasing post-implementation ongoing employee, management, and organizational effectiveness.
  5. Creates and assists with ad hoc analytic data requests.  Develops, maintains and supports a variety of reports or queries using appropriate reporting tools.  Assists in development of standard reports for ongoing needs.  Helps maintain data integrity in systems (current mainframe and cloud-based systems) by running queries and analyzing data.
  6. Works with HR Functional Partners to identify new opportunities to add value to the organization; assist HR colleagues with projects (during and post-implementation), developing HR data metrics, facilitates creation of reports and help them to effectively utilize HRIS to support their roles.
  7. Provides input and staff support and assists with the implementation and administration tasks including: Assists in creating and/or maintaining project plans, Monitors project progress; identifies bottle necks and status concerns, Tracks and updates actions and key decisions, Assists in preparing status reports, project decks, training and project communications for management
  8. Delivers project excellence by keeping a mindset on organizational and project objectives, customer service and continuous improvement.
  9. Plays a lead role in the assessment, testing and application of vendor quarterly releases.
  10. Assists in developing clear documentation including specifications, job aides, operational guides, etc. on system tasks within the GHR/HRIS system.
  11. Provides applicable training to HR team members.
  12. Recommends and performs quality control procedures as defined to ensure accurate and compliant records.
  13. Adapts role and responsibilities to changing needs of the department, supporting special projects as assigned.
  14. Assists with functional HR responsibilities (Benefits and Pension) to gain a better understanding of HR’s functional role and support delivery of services as needed.
  15. Complies with all Authority and departmental safety and security policies and procedures as well as all applicable job safety responsibilities.  Reports any safety concerns, compromises or hazards affecting operations, the public, self and/or other employees.  Responsible for personal safety and is encouraged to promote the safety of others.
  16. Performs other duties as assigned. 


  • Bachelor’s degree and five (5) years of experience working in a Human Resources or Information Technology environment which includes working on a HRIS system integration project implementation or upgrade required.
  • In the lieu of the above requirements, post-Baccalaureate education may be considered as an acceptable equivalent for experience (i.e., one (1) year of formal post Baccalaureate education equates to two years of related experience); however, the candidate must possess a minimum of three years of relevant experience regardless of education.
  • Human resources experience with functional Benefits administration background with an understanding of related processes required.
  • Experience working in a large company (e.g., 1,000+ employee) and union environment preferred.
  • Experience working with Infor Global HR preferred.
  • Experience working and developing SharePoint sites preferred.
  • Proven abilities with process design/process improvement, data analytics and the maintenance of confidential information required.
  • Advanced Excel skills required to include the following which includes ability to utilize pivot tables, data tables, lookup functions and logical references required.
  • Ability to develop data outputs (reports, graphs, tables, etc.) required.
  • Ability to exercise discretion, work independently and have strong teamwork and collaboration skills required.
  • Excellent organizational skills, attention to detail and written and verbal communication skills required.
  • Strong attention to detail with a focus on data quality required.
  • Ability to make recommendations for improvements or efficiencies while also collaborating effectively and building strong internal relationships required.
