We are seeking candidates for the position of Asst Director, Revenue Equipment Maintenance (6012) in the Finance/Revenue Operations.

OVERALL DESCRIPTION

Manage and supervise maintenance personnel for revenue fare collection and processing equipment for all modes of transportation within Revenue Operations, New Payment Technologies Department.

SPECIFIC RESPONSIBILITIES

 

  • Directs activities of all supervisory personnel to ensure projects success and operational objectives are accomplished in accordance with departmental goals and objectives.
  • Coordinates with Director, Revenue Equipment Maintenance and Engineering (REM&E) all procurement needs, training and professional development of all supervisors and maintenance personnel.
  • Participates in the development of policies, procedures and goals for Revenue Equipment Maintenance and Engineering.
  • Monitors and prepares financial reports on Revenue Equipment Maintenance and Engineering budgets along with explanation on budget variance.
  • Monitors and prepares reports on capital projects, material and labor charges to ensure compliance with budgetary guidelines.
  • Directs and controls department resources to accomplish departmental goals and objectives in a timely and cost effective manner.
  • Develops, implements, and monitors employee performance standards.
  • Prepares monthly benchmark ratios and analyzes output to departmental goals.
  • Ensures that operating conditions and conducts of all the union represented employees complies with the TWU Local 234 and IBT Local 500 Agreement/Contracts.
  • Reviews the Daily Activity Reports (DAR) and ensures that all the previous day jobs are closed in a timely manner.  Also, provides status reports to Director, Revenue Equipment Maintenance and Engineering as required.
  • Investigates modifications to improve reliability of troublesome units and maintains accurate and thorough failure data to perform trend analysis.
  • Coordinates with other departments for the procurement and installation of Revenue Equipment and Systems.

ADDL / DISCIPLINE RESPONSIBILITIES

General Maintenance Disciplines 

  • Directs, monitors and controls all activities within Revenue Equipment Maintenance and Engineering pertaining to maintenance, repair, overhaul, and upgrade of fare collection and related equipment and systems in Transit, Regional Rail, Parking, and Cash Room operations.
  • Contributes to development of and installation of maintenance and overhaul policies, procedures, and protocols for all fare collection and processing equipment warranties and performance specifications.
  • Monitors New Payment Technologies (NPT) contractor installation team and ensures fare collection equipment operating performance is properly documented.
  • Maintains accurate records on requisitions, work/employee schedules and reports to reduce waste and loss of manpower.
  • Controls labor and material expenditures to comply with budgetary limitations.
  • Plans and forecasts material and labor needs consistent with REM & E requirements and develops cost effective maintenance practices for implementation throughout REM & E.
  • Resolves labor disputes quickly and fairly. Conducts productivity meetings and coaches/ counsels personnel to mitigate labor disputes. Conducts formal grievance procedures following disciplinary protocol. 
  • Develops a training program to qualify and to help elevate the expertise level of Maintainers and Specialist.
  • Performs other duties as assigned.

ADDL / DISCIPLINE RESPONSIBILITIES

Surface Discipline

  • Directs all REM & E Surface Operations at 10 districts, back-shops (Wyo-Berridge, Woodland), Revenue Services, and all Contract Operators’ locations.
  • Oversees quality control and maintenance of all surface equipment including 2,200 fareboxes; 33 fare kiosks, 12 revenue islands, revenue processing machines, 1,852 vehicle validators, and all related NPT equipment.
  • Oversees scheduling and assignments of all direct and indirect subordinates.
  • Plans, develops, and implements methods for responding to Surface related RCC Open Incidents and NPT work orders in an efficient, safe, and cost effective manner.


Subway Discipline

  • Directs all REM & E Subway Operations from two main shops and all Contract Operators’ locations.
  • Oversees quality control and maintenance of all subway equipment including 72 (ASD) sales devices, 444 turnstiles & ADA gates, 200 fare kiosks and all related equipment.
  • Oversees scheduling and assignment of all direct and indirect subordinates.
  • Plans, develops and implements methods for responding to Subway related RCC Open Incidents and NPT work orders in an efficient, safe, and cost effective manner.
  • Coordinates track safety and protection efforts for all personnel that work in and around track areas.

ADDL / DISCIPLINE RESPONSIBILITIES

Regional Rail Discipline

  • Directs all REM & E Regional Rail Operations at (TBD) and all Contract Operator’s locations.
  • Oversees quality control and maintenance of all regional rail equipment including 481 conductor hand-held devices, 98 fare kiosks, 298 (PPS) parking lot machines, 527 media information displays and all related equipment.
  • Oversees scheduling and assignments of all direct and indirect subordinates.
  • Plans, develops, and implements methods for responding to Regional Rail related RCC Open incidents and NPT work orders in an efficient, safe, and cost effective manner.
  • Coordinates track safety and protection efforts for all personnel that work in and around track areas.  

QUALIFICATIONS AND EXPERIENCE

  • Associate’s Degree in electronics/computer engineering or related and a minimum of ten (10) years related experience in Fare Collection Equipment and systems required.
  • An equivalent combination of experience and education (i.e., two (2) years of related experience, equating to one (1) year of formal post high school education) may be considered in lieu of the above requirements.
  • Personal computer experience with working knowledge of MS Office software packages required.
  • Knowledge of reading/reviewing mechanical, electrical and electronic drawings/ schematics required.
  • Excellent verbal and written communication skills required.
  • Must be able to work day and/or night shifts, weekends and holidays.  
  • Prior Supervisory experience preferred.
