We are seeking to hire a candidate for our Assistant General Manager (AGM) - Government Affairs (E012) position.

Salary Range: $195,546.00-$244,426.00
OVERALL DESCRIPTION
The Assistant General Manager (AGM), Government Affairs develops, oversees and coordinates comprehensive strategies directed at building strong political support for SEPTA. Builds and maintains effective relationships with government and community stakeholders within the five-county region. Serves as an effective representative for SEPTA public policy and government relations activities in Harrisburg and Washington, D.C.
SPECIFIC RESPONSIBILITIES
- Provides consultation to General Manager, Chairman and Board Members on matters pertaining to government affairs.
- Develops and implements SEPTA’s legislative and regulatory agenda across all levels of government, establishing strategic goals and actionable programs to advance the Authority’s interests and ensure successful outcomes.
- Coordinates meetings and collaborates with SEPTA’s General Manager to foster and maintain effective relationships with elected officials across SEPTA’s five counties, Harrisburg, and Washington, D.C., ensuring constituent concerns are addressed proactively.
- Develops relationships with local business, civic, environmental and other regional leaders to secure their support for, and action on behalf of, issues affecting transit.
- Directs ongoing activities related to securing legislation, regulation and funding favorable to SEPTA, providing constituent services and maintenance of positive relations with elected officials.
- Directs and coordinates special events involving government and community leaders, social and consumer activists.
- Oversees activities related to developing effective policies, procedures, and standards to guide the Authority and its employees.
- Oversees preparation of the Division’s annual operating and capital budgets and monitors actual spending to maintain performance within budget.
- Interprets SEPTA’s policy and administrative directives and establishes divisional policies and procedures for implementation.
- Complies with all Authority and departmental safety and security policies and procedures as well as all applicable job safety responsibilities. Reports any safety concerns, compromises or hazards affecting operations, the public, self and/or other employees. Responsible for personal safety and is encouraged to promote the safety of others.
- Performs other such tasks as directed by the General Manager.
QUALIFICATIONS AND EXPERIENCE

Bachelor’s Degree required, advanced degree preferred. Extensive overall experience in Government Affairs or related experience, which includes five (5) years at a Senior Management/Director level.

Experience in the administration and management of a budget for a complex organization.

Knowledge of the workings of municipal, state, and federal governments with experience within the political arena, which includes lobbying and political and/or legislative staff experience required.

Experience working with community groups throughout the region as well as with businesses and labor leadership required.
- Exceptional interpersonal skills and ability to communicate effectively with varied audiences both internal and external.
- Experience dealing with print, digital and broadcast media preferred.
- Some previous transportation experience preferred.
