We are seeking to hire candidates for our Assistant General Manager (AGM) (E029) - Audit & Investigative Services / Inspector General (IG) position.

Salary Range: $202,410.00-$253,006.00
OVERALL DESCRIPTION
The Assistant General Manager (AGM), Audit and Investigative Services / Inspector General (IG) serves as the independent executive lead for SEPTA’s Office of Inspector General (OIG). Appointed based on professional integrity and high-level oversight experience. The OIG is responsible for directive audits and investigations to promote transparency, efficiency, and accountability within SEPTA. The AGM/IG provides objective reporting to the SEPTA General Manager, the SEPTA Board of Directors, and management, ensuring public funds are managed responsibly and free from corruption.
SPECIFIC RESPONSIBILITIES
- Conducts independent appraisals of financial and operational programs to determine adequacy of internal controls.
- Verifies that resources are used for authorized purposes and that SEPTA complies with state, local, and federal regulations.
- Ensures all audit activities follow Generally Accepted Government Auditing Standards (GAGAS) (the “Yellow Book”).
- Drafts final reports that provide detailed, actionable recommendations to management for improving efficiency and safeguarding public funds.
- Directs investigations into fraud, bribery, theft, workplace violence, and employee/vendor misconduct.
- Manages a team that includes sworn detectives and attorney investigators to coordinate with local, state, and federal prosecutorial authorities.
- Oversees the issuance of subpoenas, administration of oaths, and execution of search warrants when appropriate.
- Manages the OIG Hotline to receive and vet tips and complaints from employees and the public.
- Publishes regular reports and summaries of OIG activities to promote public transparency.
- Performs oversight of contract auditors who review cost-plus contracts and Information Technology auditors who assess cybersecurity risks and data integrity.
- Establishes the annual work plan and setting the long-term direction for the office’s oversight priorities.
- Complies with all Authority and departmental safety and security policies and procedures as well as all applicable job safety responsibilities. Reports any safety concerns, compromises or hazards affecting operations, the public, self and/or other employees. Responsible for personal safety and is encouraged to promote the safety of others.
- Performs other duties as required.
QUALIFICATIONS AND EXPERIENCE
- A Bachelor's Degree from an accredited college or university in Accounting, Finance, Public Administration, Criminal Justice, or a related field required.
- A Juris Doctor (JD) or a Master’s degree in Business or Public Administration (MBA/MPA) preferred.
- At least 10 to 15 years of progressive experience in investigations, auditing, or law, with a significant focus on white-collar crime, fraud, or public corruption.
- Minimum of 5 years in a high-level management or executive capacity, overseeing multi-disciplinary teams of auditors and investigators.
- Direct experience with the Generally Accepted Government Auditing Standards (GAGAS) (the “Yellow Book”) is highly preferred.
- Expertise in identifying fraud, waste, and abuse within large, complex public systems or transit agencies.
- Advanced understanding of criminal and administrative law, including the ability to manage subpoena power and coordinate with the District Attorney, Attorney General, or U.S. Attorney’s Office.
- Holders of Certified Inspector General (CIG), Certified Public Accountant (CPA) or Certified Fraud Examiner (CFE) credentials are given priority.
- Must demonstrate an impeccable reputation for integrity and objectivity, with no political or personal conflicts of interest regarding SEPTA’s operations.
- Must pass a comprehensive background investigation and, in some cases, be eligible for a security clearance.
