We are seeking to hire candidates for our Assistant Director Transportation (4006) - Regional Rail Control Center.

Salary Range: $93,080.00-$116,350.00
OVERALL DESCRIPTION
Responsible for planning, controlling, directing, and staffing activities related to the dispatching function of SEPTA's Control Center.
Manages administrative activities and Service Operations responsibilities governing the Bus, Light Rail (Dor M Lines), Trolleys (G or T Lines), Subway/Elevated (B or L Lines), Regional Rail Lines to provide safe, courteous, dependable, and efficient transportation services.
Responsible for all operational activities, safety protocol enforcement, employee assignments, timely system status updates, event recording, payroll, and other duties as assigned in accordance with SEPTA policies and labor agreements.
Responsible for all activities during assigned shift including employee picking and assignment of line in accordance with policy and labor agreements, payroll, and records, and ensuring operable and adequate equipment and supplies.
Assumes the duties and responsibilities of the Director of Transportation during the absence of the Director or as assigned by the Chief Officer of the Control Center.
SPECIFIC RESPONSIBILITIES
- Directs and supervises Control Center Managers
- Ensures that all operating rules, standard and emergency operating procedures, and policies of the Control Center and the Authority are followed.
- Uses information available from several sources such as dispatch systems and policies to evaluate service and make adjusts as necessary to re-establish service levels within defined targets for on time performance. Prepare procedures to maintain and improve service reliability on all lines.
- Complies and ensures compliance with all Authority and departmental safety and security policies and procedures as well as all applicable job safety responsibilities. Reports any safety concerns, compromises or hazards affecting operations, the public, self and/or other employees. Responsible for personal safety and is encouraged to promote the safety of others.
- Coordinates planned track outages/detours for planned maintenance and/or re-construction with minimal impact to passengers.
- Manages completion and coordinates activities during emergencies and service disruptions using the Incident Command System. Assigns and directs field-based supervisory personnel and emergency/support crews and equipment to maintain or restore scheduled service levels. Recommend and implements necessary changes to service.
- Directs and instructs operating personnel in troubleshooting procedures to prevent, reduce or clear delays.
- Ensures all notifications required are effectively communicated for routine and emergency incidents.
- Coordinates across all modes within the Control Center, Service Planning, Rail and/or Automotive Equipment Maintenance, Engineering, Maintenance & Construction to ensure the required level of service is maintained.
- Coordinates with outside agencies as required such as to address requests and information exchanges between various city and municipal departments such as police, fire, EMS, Amtrak, CSX, Conrail Shared Assets and Norfolk Southern.
- Directs communications to customers, media, and other departments to ensure a well-informed ridership and staff during planned and unplanned service disruptions.
- Ensures accurate data is inputted into the reporting system to document occurrences involving service delays, passenger incidents, equipment failures and defects.
QUALIFICATIONS AND EXPERIENCE
- High School Diploma or equivalent, and a minimum of ten (10) years proven SEPTA- Bus, Light Rail (D or M Lines), Trolleys (G or T Lines), Subway/Elevated (8 or L Lines), Regional Rail Transportation experience with at least two (2) years in a Control Center environment or five (5) years in bus or rail transportation operations supervisory/management experience.
- An equivalent combination of experience and education (i.e., two (2) years of related experience, equating to one (1) year of formal post high school education) may be considered in lieu of the above requirements.
- Previous supervisory experience including development of staffing requirements and assignment of work required.
- Must possess the ability to manage simultaneous responsibilities in a diverse and demanding work environment.
- Excellent verbal, written, and leadership skills required.
- Must be able to work day or night shifts, weekends, and/or Holidays.
- Proficiency in basic computer use (Word, Excel, etc.) is required.
- Internal candidates must possess an acceptable attendance record, performance and safety record. A review of employees' work record will be part of the interview selection process
