OVERALL DESCRIPTION

The Assistant Director is responsible for the maintenance and repair of all revenue vehicles. Supervises first level Vehicle Maintenance Managers and location operations in a garage, carhouse, shop, and/or yard environment. Occasionally, will be required to act on the behalf of the Director of Vehicle Maintenance and must be able to manage the entire operation on a short-term basis. Participates in the development, implementation, and enforcement of the Operating and/or VOH Budgets.
SPECIFIC RESPONSIBILITIES
I. General Assistant Director, Maintenance Disciplines
- Supervises and manages maintenance workforce. Schedules employees' work hours to work hours to maximize productivity in accordance with established economic efficient and safe work standards.
- Maintains and improves physical building and related equipment.
- Develops, recommends, maintains and measures quality of maintenance and preventive maintenance procedures.
- Controls labor and material expenditures to comply with budgetary limitations.
- Develops and provides training programs for employees as required.
- Communicates with union personnel, peers and higher level supervision for effective cooperation and resolution of problems.
- Responsible for problem diagnosis and repairs.
- Specifies and orders required materials and tools.
- Review applied disciplinary actions and participates in grievance procedures as required.
- Implement and administer procedures to correct employee attendance, lateness, overtime, and injuries while maintaining accurate records.
- Provide daily, weekly, or monthly reports, as required, to Director of Maintenance.
- Interviews and selects applicants to fill positions as required.
- Complies with all Authority and departmental safety and security policies and procedures as well as all applicable job safety responsibilities.
- Reports any safety concerns, compromises or hazards affecting operations, the public, self and/or other employees.
- Responsible for personal safety and is encouraged to promote the safety of others.
DISCIPLINE RESPONSIBILITIES
VEM
- Supervises and manages first level managerial employees, as well as all hourly employees.
- Develops work schedules to maximize productivity in accordance with existing SEPTA policies, safe working standards, and Labor Agreements.
- Responsible for long and short term scheduling of vehicle maintenance repair/overhaul, in compliance with established, safe industry standards and regulations.
- Enforces Authority Policies and Procedures.
- Develops, recommends, maintains, and measures quality of preventive maintenance procedures.
- Manages labor and material expenditures to ensure budgetary compliance.
- Monitors and controls overtime, I.O.D., sick rates, and payroll.
- Develops and provides training programs for employees as required.
- Ensures that performance and attendance records for supervisory and hourly employees are properly monitored and when required, ensures the consistent application of disciplinary action to correct performance and/or attendance problems.
- Communicates with union personnel, peers, and higher level supervision for effective cooperation and resolution of problems.
- When required, investigates grievances and conducts interviews, as well as Informal Hearings with Union Section Officers and Staff Officers.
- Oversees the preparation of various pickings.
- Sets day-off as well as vacation quotas for location personnel.
- Assists in the preparation of forecasts for vehicle inspections and/or rail maintenance repair/overhaul, staff estimates and material requirements including the need for new equipment.
- Manages programs such as VOH or capital upgrade of equipment.
- Regularly provides the Director of Vehicle Maintenance with statistical and budgetary information pertaining to the location operation.
- Measures effectiveness of established maintenance programs.
- Reports findings to immediate supervisor.
- Recommends changes to improve vehicle reliability, availability, cleanliness and safety.
- Coordinates with the Transportation Group to ensure the availability and reliability of the equipment.
- Prepares and submits annual Performance Appraisals for all first-level managers.
- Interviews for vacant positions as required.
- Serves as a technical specialist and/or advisor in a number of electro-mechanical fields.
- Complies with all Authority and departmental safety and security policies and procedures as well as all applicable job safety responsibilities.
- Reports any safety concerns, compromises or hazards affecting operations, the public, self and/or other employees.
- Responsible for personal safety and is encouraged to promote the safety of others.
- Performs other duties as assigned.
QUALIFICATIONS AND EXPERIENCE
- High School Diploma, plus eleven (11) years of relevant technical (maintenance, construction, production, engineering or design) experience which includes a minimum of four (4) years supervisory experience required.
- An equivalent combination of advanced education (one year of formal education equating to two (2) years of experience) may be considered in lieu of the above requirements.
- Appropriate Technical/Safety Certifications/Qualifications/Licenses, as required by SEPTA, State, Federal regulations (to be listed on posting as applicable).
- Knowledge of blueprint reading and surveying may be required based upon discipline (to be listed on the posting as applicable).
- Valid Driver’s License required, (CDL may be required also).
- Strong written, verbal and interpersonal skills required.
- Computer literacy required.
