We are seeking candidates for the position of Assistant Director Of Maintenance-Communications and Signals (2003) in the MOW/Communications and Signals.

Salary Range: $89,908.00 - $112,398.00 

       

OVERALL DESCRIPTION

EM&C

Responsible for inspection, maintenance and renewal of SEPTA’s Infrastructure systems, structure fixed plant and equipment within the Engineering, Maintenance & Construction (EM&C) Division. Supervises Maintenance Managers and location operations. Must fill in for Director and be capable of managing the entire operation on a short-term basis.

 

SPECIFIC RESPONSIBILITIES

EM&C (Applicable to All)

I. General Assistant Director, Maintenance Disciplines

  1. Supervises and manages maintenance workforce. Schedules employees' work hours to work hours to maximize productivity in accordance with established economic efficient and safe work standards.
  2. Maintains and improves physical building and related equipment. 
  3. Develops, recommends, maintains and measures quality of maintenance and preventive maintenance procedures.
  4. Controls labor and material expenditures to comply with budgetary limitations.
  5. Develops and provides training programs for employees as required.
  6. Communicates with union personnel, peers and higher level supervision for effective cooperation and resolution of problems.
  7. Responsible for problem diagnosis and repairs.
  8. Specifies and orders required materials and tools.
  9. Review applied disciplinary actions and participates in grievance procedures as required.
  10. Implement and administer procedures to correct employee attendance, lateness, overtime, and injuries while maintaining accurate records.
  11. Provide daily, weekly, or monthly reports, as required, to Director of Maintenance.
  12. Interviews and selects applicants to fill positions as required.
  13. Complies with all Authority and departmental safety and security policies and procedures as well as all applicable job safety responsibilities. Reports any safety concerns, compromises or hazards affecting operations, the public, self and/or other employees.  Responsible for personal safety and is encouraged to promote the safety of others.

DISCIPLINE RESPONSIBILITIES

EM&C

Communications and Signals Discipline

  1. Schedule and supervise the inspection and testing of signal equipment so as to comply with FRA and other applicable regulations.
  2. Manage the maintenance, repair and construction of communications and signals infrastructure including wire and cable plant, electrical/mechanical/pneumatic devices, microprocessor-controlled electronics, and software.
  3. Manage the maintenance and repair of radios (vehicle and mobile) and radio communications equipment and infrastructure.
  4. Complies with all Authority and departmental safety and security policies and procedures as well as all applicable job safety responsibilities. Reports any safety concerns, compromises or hazards affecting operations, the public, self and/or other employees. Responsible for personal safety and is encouraged to promote the safety of others.

QUALIFICATIONS AND EXPERIENCE

EM&C- Regional Rail

  • High School Diploma, plus eleven (11) years of relevant technical (maintenance, construction, production, engineering or design) experience which includes a minimum of four (4) years supervisory experience required.
  • An equivalent combination of advanced education (one year of formal education equating to two (2) years of experience) may be considered in lieu of the above requirements.  
  • Appropriate Technical/Safety Certifications/Qualifications/Licenses, as required by SEPTA, State, Federal regulations (FRA, NORAC, PennDOT).
  • Knowledge of blueprint reading and surveying required.
  • Regional Rail experience preferred.
  • Valid Driver’s License required, (CDL may be required also).
  • Strong written, verbal and interpersonal skills required.
  • Computer literacy required.
