We are seeking candidates for the position of Assistant Director, Recruitment (6240) in the HR/Business Services.

Salary Range: Min: $104,000.00 - Mid: $130,000.00 

       

OVERALL DESCRIPTION

Manages activities related to the Recruitment Department to provide effective and efficient services and ensure compliance with all Authority policies, and federal, state, and local laws and regulations. Supervise managers assigned to the department to support efficient and effective recruitment operations. Supports the director in the creation and recommendation of policies and programs related to employment and retention. Assist with the creation and implementation of recruitment and branding strategies that will support Authority goals.

SPECIFIC RESPONSIBILITIES

  1. Provides day-to-day oversight, support and direction involving all aspects of recruitment operations for the hiring and transferring of hourly, supervisory, managerial, and administrative positions for all divisions of the Authority.
  2. Responsible for the timely filing of vacancies consistent with Authority policies by focusing on best practices to reduce time to fill and time to hire.
  3. Assists in the creation of specific recruitment strategies and supervises strategy execution to attract and hire highly qualified candidates consistent with Authority goals.
  4. Ensures that all recruitment personnel transactions within assigned area are conducted in accordance with promotional and transfer provisions of labor agreements and/or Authority policies/procedures and respond to questions/inquiries involving same.
  5. Responsible for establishing the direction of assigned teams. Consults with various Departments to ensure the creation of effective recruitment strategies. Serves as additional support to managers, employees, and outside agencies concerning recruitment related issues.
  6. Assists the director in the establishment and maintenance of networks for employment opportunities with non- profit, community and educational institutions within the region.
  7. Attends job fairs and recruitment events and makes recruitment related presentations to various entities.
  8. Responsibilities include collaborating with managers to develop programs to enhance the Authority's commitment to workforce diversity.
  9. Ensures that employment functions adhere to federal, state, local employment laws, as well as the Authority's Affirmative Action Program, and Policies and Procedures.
  10. Assists in the development and implementation of KPI's (Key Performance Indicators) for recruitment staff.
  11. Completes analytical analysis, projects, and reports as assigned. Provide daily, weekly, and/or monthly reports, as required, to the Director.
  12. Coordinates the development and/or use of modern technology (e.g., social media, ATS) to leverage recruitment activities to best in class.
  13. Participates in the refinement of a process improvement programs that contribute to the efficiency of the recruitment process and the accomplishment of Authority and departmental goals and objectives.
  14. Assists with monitoring activities of professional recruitment services when utilized for executive searches as required.
  15. Assists the director in the preparation of the department budget and routinely monitors budget spending to ensure budget compliance.
  16. Serves as the Workforce Planning liaison.
  17. Supervises assigned Recruitment staff.
  18. Assists with compliance of the relevant records and retention policies and guidelines. Ensure all levels of confidentiality are maintained with records and processes.
  19. Performs other duties as assigned.

QUALIFICATIONS AND EXPERIENCE

  • Bachelor's Degree required (degree in Human Resources, Organizational Development, or related field preferred), plus a minimum of eight (8) years progressively responsible direct recruiting experience with at least three (3) of those years serving in a recruitment managerial capacity required.
  • Demonstrated effective leadership skills are required.
  • Excellent interpersonal and written communication skills required. Ability to establish rapport and effectively work with others at every level of the organization required.
  • Must have excellent public speaking and presentation skills required.
  • Must possess successful track record overseeing the recruitment process through the execution of desired goals and objectives.
  • Must demonstrate good problem-solving techniques and project management skills and must be process- and detailed-oriented required. Must have experience working with a modern Applicant Tracking System(s) and utilizing search techniques, which include sourcing via the Internet required.
  • Position will be subject to some evening and weekend hours based on departmental activities.
